Between 2013/14 and 2025/26, Kitui Central*received about KSh1.805 billion, while Kiharu received about KSh1.937 billion a difference of only a few millions.Yet the development experience in the two constituencies appears dramatically different.In Kiharu, constituency resources have been channelled into programmes such as Masomo Bora, supporting day secondary school students through heavily subsidised fees, free meals, learning materials and school infrastructure.Meanwhile, Kitui Central continues to grapple with challenges in education, infrastructure and household poverty.And there is another striking similarity, the MPs from both constituencies have served in Parliament’s Budget and Appropriations Committee, giving them direct exposure to the national budgeting and resource-allocation process.So this cannot simply be explained by lack of knowledge of how government resources work.The allocations were broadly comparable. The parliamentary environment was similar. But the outcomes on the ground are glaringly different.This is not simply a question of how much money a constituency receives. It is about what leadership does with the money.clearly Makali is either incompetent,corrupt af or both.After more than a decade and nearly KSh1.8 billion, Kitui Central residents deserve to ask:Where is our Masomo Bora? Where is the transformation? And what exactly has KSh1.8 billion changed for the ordinary parent and student?Resources matter but leadership determines the impact.
