Fourteen Years Later: What Is Makali Mulu’s Legacy?

After nearly a decade and a half in Parliament, critics argue that Makali Mulu has little to show in terms of legislative achievements. Despite maintaining a high media profile, he has not sponsored a single bill in Parliament. They claim his frequent media appearances have done more to shape his public image than his record in the House. In that regard, they argue that his legislative performance is no different from that of Oscar Sudi, who has also not sponsored a bill.
Throughout his tenure, his constituency has received an estimated KSh 1.8 billion through the Constituencies Development Fund (CDF). However, many residents question whether the development on the ground reflects the level of funding received. They also point out that the constituency has received more CDF allocations than those represented by Babu Owino and Ndindi Nyoro, whose constituencies are often praised for visible development projects.
Critics further accuse Makali Mulu of allowing the CDF to serve private rather than public interests, alleging that it has operated more like a family enterprise than a public institution. They frequently cite Kenyalili as a case worth examining. His support for his son’s appointment to SHA has also drawn criticism, with opponents arguing that he placed family interests above party principles.
Fourteen years is a significant period in public service. As his tenure continues, many constituents are asking one fundamental question: what enduring legacy has Makali Mulu left behind for the people who elected him?
